What you'll learn

See your proposal the way the buyer does

I mark up a strong govtech proposal the way a skeptical official reads it, and show where I would say no.

The three no's that were never about your product

Budget theater, the signer's personal blame math, and the political landmine you never saw.

What actually moves a government buyer

Proof that de-risks the person who signs, peer references, pilots built for cover, and the moves that read as arrogant.

Why this topic matters

You can build a great product and still lose every government deal, because the buyer is not judging your product. They are managing their own risk. I sat in that chair in city and state government and said no to vendors like you. This hour decodes the risk math every government signer runs, so you can see why your deal stalled and what would have moved it.

You'll learn from

Joshua Penner

Former Mayor & WA State Legislator · Govtech founder · Marine vet

I have spent my career on the government side of the table. I was the mayor of Orting, Washington from 2018 to 2025, and I serve in the Washington State Legislature on the Appropriations Committee, where public spending actually gets decided. I have been the person a vendor is trying to win, and the person who quietly says no.

I also build. I am the founder and CEO of a govtech company that turns messy public records into clean, structured data, so I know what it is like to sell into government from the outside, not just judge it from the inside.

Before any of it I was a Marine sergeant and a radio operator in Iraq. I came home, put myself through school (St. Martin's University, and Harvard University) on the GI Bill as a first-generation student, and spent years coaching public executives who make hard calls under pressure.

I am not here to teach you a tool. I am here to tell you what the buyer is really thinking when your deal goes quiet.
