Welcome to Unlocking Data Confidence for Government Leaders, an insightful and immersive program tailored for leaders ready to harness the power of data in their roles.


This program is designed for those leaders who understand the critical role of data in decision-making but might be uncertain about how to increase their confidence in its usage or how to further refine their existing abilities.


Our journey together begins with an initial evaluation to understand your comfort level with data. This will serve as a reference point to track your evolution throughout the program. Each week, you'll engage with real-world data scenarios and complete assignments designed to nurture your understanding of data and, most importantly, boost your confidence in leveraging it.


We've also incorporated weekly office hours, offering a platform for you to share your work with other leaders, exchange valuable insights, and benefit from constructive feedback. This collaborative learning environment aims to enhance not just your data confidence but also your leadership skills.


Our office hours extend further support on your journey, offering opportunities for personalized guidance, clarification of doubts, and fostering a deeper understanding of data. At the conclusion of the program, a final assessment will highlight your progression and quantify the program's impact on your data confidence.


This program is uniquely crafted with leaders in mind who wish to bolster their data confidence. By leveraging your existing leadership abilities such as strategic thinking, high-level communication, problem-solving, and teamwork, and blending them with a solid understanding of data, we aim to shape you into a more confident and effective data-informed leader.

What you’ll get out of this course

Building Data Literacy & Leadership

Leaders will develop a fundamental understanding of data concepts, types, and structures. They'll learn to interpret data and align it with their leadership initiatives. Leaders will also model data-informed decision-making for their teams. 

Enhancing Data-Driven Decision Making

Leaders will refine their ability to apply critical thinking to data sets. They'll learn to formulate insightful questions, identify patterns, and derive actionable conclusions that drive strategic decisions.

Strategizing Data Communication

Leaders will hone their skills to effectively articulate data insights to their teams and stakeholders. They'll learn to strategically present data, crafting narratives that reinforce their decisions and policies and inspire their teams.

Leaders will delve into methods of fostering a robust data culture within their teams or departments. They'll learn to empower their teams to utilize data, nurturing an environment where data is central to decision-making and encouraging a culture of data-driven decision-making.

Meet your instructor

Amber Ivey, MPA, JD

Amber Ivey, MPA, JD

Amber Ivey “AI” is currently a Vice President at a non-profit where she leads a team that helps governments drive impact. In her prior role, she served as the Senior Director for the Center for Government Excellence at Johns Hopkins University where she led a team that helped governments use data to make decisions. Formerly, she worked at The Pew Charitable Trust—a nonprofit focused on solving today's challenges by using data-driven, nonpartisan analysis. Here, Amber led the data collection and organization efforts of a first-of-its-kind research study on how all 50 states and the District of Columbia use data to solve complex problems, improve the delivery of government services, manage resources, and evaluate effectiveness. Most recently, Amber led a team that provided technical as well as strategic assistance to states and counties, who were working towards streamlining their business processes and launching technology, like legal assistance websites and online courts, to modernize and improve access to the legal system.


Prior to Pew, Amber worked for Maryland StateStat—a performance-measurement and management office created by former Governor Martin O'Malley (D). She also analyzed agency data to improve state government performance at the Governor's Office of Performance Improvement under Governor Larry Hogan (R).


Before joining the State of Maryland, Amber was a logistics manager for a Fortune 50 company where she used data to drive efficiency, productivity, and profits. She switched from private to the public sector to use her skills in service of government efficiency. She has her MPA and J.D. and is excited to serve at the intersection of data, technology, public policy, and law.


Amber is also the founder of Ivey Collective–a training, coaching, and consultancy group that helps people and organizations improve their personal and institutional practices.

Rudy Deleon Dinglas, MPA

Rudy Deleon Dinglas, MPA

Rudy DeLeon Dinglas is dedicated to bridging the realities of public management and academia in ways that are operational and practical. His work as an expert on public policy and administration, along with data and performance practices spans across borders  - he has worked with states and cities across the US and central Europe. Rudy currently serves as the Director of Planning & Operations at the Bloomberg Center for Government Excellence. As the center's Chief of Staff, he manages the people, processes, and the strategic objectives across the center in efforts to help mayors and government executives build data management capabilities through coaching, training, and technical assistance across the Americas.


He has received the Emerging Leader Award of Excellence for his dedication to performance-based governance and has a background in local government performance management, strategic planning, transportation policy, and emergency services. Rudy is a PhD candidate in public policy at the University of Maryland Baltimore County.


Tiffany Davis, MPA

Tiffany Davis, MPA

Tiffany C. Davis is an open data advocate who works to improve government data practices and help solve complex challenges through the use of data and evidence. As the Director of the Bloomberg Center for Government Excellence at Johns Hopkins University, she leads a team of senior advisors who provide technical assistance and coaching to city government leaders across the Americas. She is also launching a new program focus on leaders in Africa.


Tiffany has worked with numerous partners including foundations, academic institutions, local and state governments, and non-profit organizations to sustain data practices through training and education. Prior to joining JHU, she led initiatives on neighborhood revitalization and data management for the Maryland Department of Housing & Community Development. With a track record of success in managing programs, grants, and data governance, Tiffany is dedicated to providing impactful and equitable services to residents.

Course syllabus

Module 1: Data Literacy & Leadership

This module introduces leaders to the significance of data literacy in their roles. Leaders will gain an understanding of key data concepts and terminology, as well as examples and case studies of data's role in government.

Module 2: Data-Driven Decision Making

In this module, leaders will learn about the importance of data-driven decision making for leadership. Leaders will learn to formulate data inquiries and ask the right questions, as well as understand basic data analysis and interpretation.

Module 3: Data Strategy & Communication

This module covers the role of data in strategic planning and effective communication of data insights to different audiences. Leaders will learn how to build a data-informed culture in teams and departments, as well as a case study of successful data communication in government.

Module 4: Fostering a Data Culture

This module emphasizes the importance of data culture in government settings. Leaders will learn the principles and benefits of data culture, as well as strategies for promoting data-driven thinking and collaboration.
